What Is a Home Care Package and Who Is Eligible?

A Home Care Package is government-funded support that helps older Australians live safely and independently at home for as long as possible. These packages give you access to a range of services tailored to your needs — from personal care and domestic support to nursing, allied health, and social connection.

To be eligible, you must:

  • Be 65 years or older (or 50+ for Aboriginal or Torres Strait Islander peoples), and

  • Need support to remain living independently at home.

Eligibility is determined through a free assessment by an Aged Care Assessment Team (ACAT).

What Are the Different Levels of Home Care Packages?

ACAT will also determine which level of support is right for you. There are four funding levels based on the complexity of your care needs:

  • Level 1 – Basic care needs

  • Level 2 – Low-level care needs

  • Level 3 – Intermediate care needs

  • Level 4 – High-level or complex care needs

Support at Home Program to replace the Home Care Package Program and the Short-Term Restorative Care Program.

What Does This Mean for You?

From 1 November 2025, the Support at Home Program will replace both the Home Care Package Program and the Short-Term Restorative Care Program.
